OVERVIEW The 2026 Humanitarian Needs and Response Plan is based on a comprehensive, countrywide inter-sectoral analysis of needs in Sudan. In 2026, 33.7 million people require humanitarian assistance - the highest number globally and an increase of 3.3 million from 2025.
